Q. Does the library have a public phone that I can use?

Milner Library does not have any public telephones available for patron use.  The Bone Student Center no longer has a payphone.

The only option is to use the red convenience phones at the entrance of many buildings on campus to make calls, but you will need to call collect on these phones.  Milner Library has a red phone on the wall to the right inside the front entrance space of the library as you enter the library, between the outer and inner doors. There is a red phone in the Bone Student Center on Floor 1 at the opposite end of the floor from Milner Library, on the right just before the Brown Ballroom.
